Dog Found Frozen

3300 block Argyle Street, Philadelphia. The owner of a dog found frozen to death and stuck to a fence will be charged with animal cruelty. The shepherd-mix dog was left outside tied to the fence overnight, when the temperature dropped to 14 degrees.
