Delaware County SPCA says it will become a "no-kill" shelter in 2011.

To achieve that lofty goal the shelter says it is ending animal control services next year. Translation: no more stray dog or cat pick up. The SPCA handles 7,000 animals a year.

That responsibility will now fall to the 49 municipalities in Delaware County.
