Who will save the strays of Delaware County?

That was the topic of a debate Wednesday between officials with the Delaware County SPCA -which will end its century-old role providing animal control for the populous county in July - and critics, who contend that decision will leave thousands of animals, cats and dogs, to suffer and die in the streets.
