    It has to be all the salaries, because I don't see anything new costing so much. It didn't even snow last winter to blame spending on. It is time for the U.S. Attorney's office to take a look see.

    Completely unfair. You would have thought that John Street was some fiscal paragon, which he wasn't. Truth is, while the budget surplus was positive when Street left, the balance sheet of the City got worse under Street's watch. Unfortunately, that doesn't make a funny political cartoon.
