We're just going to lift this from the Daily News editorial page. It's an appeal to you to go to City Howl and tell us how the city is handling the storm (and it includes the story of Syracuse outlawing snow that we mentioned the other day):

Back in 1992, after a rough winter, the Common Council of Syracuse, N.Y., came to the defense of its citizens: On March 30, it unanimously approved a resolution forbidding any snowfall until Dec. 24.

The city of Philadelphia has taken no such bold steps (yet). But in this season of blizzards, we taxpayers have still had to rely on our public institutions quite a bit. Even more than usual, we've needed government services just to go about our day-to-day business.

How's the government doing? Its response to Snowmageddon I last week was admirable; we'll see how it does with Part II.

And you can help keep tabs. City Howl (www.thecityhowl.com) is a site for citizens to sound off on the quality of city services. Did the Streets Department come through and plow your street quickly? Sing its praises. Did SEPTA strand you at Suburban Station for three days and nights? Share your pain. We want to give credit where it's due, and hold the city accountable for its failures, and successes.

With your help, we can figure out how well the city is doing when its citizens need it most. (By the way, it snowed in Syracuse two days later.)

    I live in the Fox Chase section of Northeast Philly. Verree Road had snow plows come down it, but while riding the Route 67 bus this morning, there were major streets not plowed like Whitaker Avenue off of Cottman, Oxford Circle, and Cheltenham Avenue leading to the Frankford Terminal. Kind of scary when a SEPTA bus fishtails or gets stuck and there is nothng you can do about it.

    Large sections of East Mt. Airy are still waiting for a plow to come through.
