Councilman Green reacts to Nutter's budget

After Mayor Nutter gave his budget address, we asked several people what they thought about it. Councilman Bill Green talked about the upcoming property-tax changes.

The Nutter administration is the midst of trying to fix the city's notoriously unfair property-tax system, and it plans to collect $90 million more in property taxes next fiscal year. But Nutter says that's not a tax hike because it simply accounts for the rise in property values that occurred since the last citywide reassessment in 2004.

Green, on the other hand, says, "Characterize it however you will, you're taking money from homeowners and you're putting it in the coffers of government." He says the change should be "completely revenue-neutral."
