Double speak. Probably means not under consideration at this time, but if the River front is out, the Spectrum site allowing for a "Hotel" could be subsituted with a Casino in it's stead because it would be a major "Cha-Ching" to the developers.

Distefj: Hey, clearly this is "Hit and run development" for a prime location. It has not gotten the creative attention that Penn's Landing and the riverfront has benefited from over the last year. Philadelphia needs to wake up and get creative. This area could be a major part of the City's economic future and success. The "plan" should be FUTURISTIC from the ground up somewhat like HDTV is to analog tv. It needs to be a place with a World Signature. We should not miss the great opportunity to build the City of future right here in South Philly and earn the merits of a World Class City. Google the 1926 sesquicentennial and see what was built on this site (then demolished). It crytalized and caputured the American advances in technology and culture. A tailgating mall is a major uncreative development that needs to be re-thought.http://amusementparknostalgia.com/indsq.html
