Did Wells-Wachovia deal force U.S.-Citi rescue?

Citi's Nov. 24 bailout looks like a worse-case scenario of the terms of its failed Sept. 29 bid for Wachovia Corp. Which raises the question: did Wells Fargo's richer bid, which implies a $25 billion tax benefit, taxpayers even more by leaving Citi in need of rescue?
