Among Gov. Rendell's targets in his proposed new budget are the state workers' pension deficit (he wants taxpayers to pay more up front, but not cut benefits), sales taxes (he wants to tax more stuff, at lower rates), and "the Delaware tax loophole."

Pennsylvania's problems are also Delaware's opportunities. I asked Brian Selander, spokesman for Markell, whose state puts "Home of Tax Free Shopping" signs on its borders to lure Pennsylvanians, whether Delaware was watching Rendell's sales-tax-extension plans.

Yep. "From an economic-development standpoint, we're obviously studying this closely."
