Nick Foles will start against the Oakland Raiders on Sunday, coach Chip Kelly said Wednesday.

"I was really happy with how Nick practiced on [Tuesday]," Kelly said. "Nick did a really good job. Nick is going to be our starting quarterback this week, and he'll take the reps with the ones this week, and we'll get ready as a team, offensively, to prepare for Oakland."

But there's still questions about what will happen beyond the Raiders game. Vick's injury is the same as it was before, when he sat for two games. Kelly has pointed to "quarterback instability" as an issue with the offense. When asked if this will be a week-to-week occurrence, he answered, "God, I hope not."

Yet he would not name Foles a quarterback for any longer than this week.

“I’m going to make my determination on a weekly basis, first-and-foremost, based on health," Kelly said. " The ideal world, Mike’s the healthiest in the world, Nick’s the healthiest world, Matt [Barkley's] the healthiest in the world. Let’s get to that point in time, and we’ll have a conversation.”

That would seemingly prolong the instability. But Kelly said the focus is only on the Raiders. That means it's not on next season, or with an eye on whether Foles can fit the quarterback spot beyond 2013. He said it's a "one-week season," and he does not even consider the future.

“I think it’s a disservice to the other players on the team and it’s a disservice to our fans if I’m thinking about who our quarterback is going to be next year,” Kelly said. “It’ll never be that way. We’re trying to win the game we’re playing this week. And if we start planning long-term, I may not be here long-term, you know what I’m saying? So let’s go beat Oakland.”
