Nutter briefing Council on Budget Woes

How do you know it's getting to be crunch time on slashing the city budget?

Because Mayor Nutter, chief of staff Clay Armbrister, Finance Director Rob Dubow and Budget Director Stephen Agostini have been holed up in Council Council President Anna Verna's office since 2:40 p.m.

Also inside: At least eight other Council members, making it a solid quorum, according to a senior Verna aide.

Pennsylvania's Sunshine Law requires meetings with a quorum to be held in public, although Nutter in the past has defended his right to hold "informational sessions" or "briefings" - which this meeting was billed as.

Armbrister says he will explain shortly why this meeting is, in the administration's view, perfectly legal.

At issue: An up to $850 million shortfall the city faces over the next five years.
