Mandel scolds council, controller, mayor...
The Goode-Bryant saga continues, with the latest yesterday being Mayor Nutter's unwillingness to say much of anything about the whole mess (except that it's not taking place in his branch of government).
That stirred Brett Mandel of Philadelphia Forward to share his two cents in his weekly emails, and in them he included some rather pointed commentary about the reactions of Nutter, Council President Anna Verna, City Controller Alan Butkovitz, and Goode and Bryant themselves.

"The scandal surrounding media revelations that Councilman Wilson Goode, Jr.'s chief legislative aide, Latrice Bryant, may have falsified time sheets so she could be paid for hours she did not work have captivated citizens and City Hall insiders alike. Like so many other revelations detailing the goings on in City Hall, these latest examples of our government at work feed our civic cynicism and serve to convince citizens that rather than serving us, our government officials are serving themselves at our expense.
The details of the scandal have been salacious and titillating -- the conduct of Ms. Bryant in reaction to the media's revelations, the vacation pictures showing Ms. Bryant looking very cozy with her boss, and the stunningly poor public relations work by Councilman Goode. The situation is an embarrassment at best, a fraud if the allegations are true, and a situation that leaves the city with tremendous financial exposure at worst. We are looking for our public officials to act...better:

The Chief Legislative Aide -- It might not be fair that of all the people who are accused of putting one over on the taxpayers, you are singled out in embarrassing fashion, but the taxpayers want all city workers to put in a day's work for a day's pay. Getting paid for hours not worked is stealing and the taxpayers do not appreciate it. If you were paid for hours you did not work, you should pay back that salary -- and you should be reprimanded for your behavior in City Council chambers in response to the investigation.
The Councilman -- You should absolutely be focused on your legislative agenda, but you have to run your office in a manner that is responsible to the taxpayers because it is OUR money, not yours, that pays your staffers' salaries. Abuse of taxpayer dollars (and embarrassing conduct) has to create consequences and as the boss, you have to enforce the rules so the taxpayers are looking to you to reprimand your employee. More important than your need to have greater supervision over your staffers' comings and goings, is the problem created by carrying on a social relationship with your chief legislative aide. In the professional world, relationships between supervisors and the individuals under their direct supervision are strongly discouraged as they (in the words of one personnel manual) "often create situations that lead to sexual harassment, conflicts of interest, favoritism, and low morale." Such behavior exposes the city to a tremendous risk and, if a sexual-harassment suit down the road would result in a judgment, it will be the taxpayers, not you, who have to foot the bill.
The Council President -- The citizenry is looking for you to enforce accountability in City Council. The rules can't be "there are no rules." So it is up to you to make sure that all Council offices have policies and practices to ensure that staffers are working for their pay and that Council members deal appropriately and swiftly with those who break the rules -- and it is up to you to put forth and enforce modern personnel policies to discourage sexual/romantic relationships between Council members and the staffers they supervise to make sure that taxpayers' money is not at risk in a future sexual-harassment lawsuit.
The City Controller -- You have pointed out in audits that City Council "does not have payroll policies and procedures for time-tracking and leave approval or lateness and sick-leave-abuse monitoring." But, your office has never used its power to demand a higher level of documentation for payroll approval. Thus, even though your office has identified the problems in this area, paychecks have been routinely approved as if everything was a-okay. The citizenry is counting on you to be more than a watchdog who watches...we want a watchdog who acts.
The Mayor -- If memory serves, you had a sign in your Council office that read, "The hottest place in Hell is reserved for those who remain neutral in times of great moral conflict." Now, the Goode/Bryant matter is not the greatest of moral conflicts, but your suggestion that this is not a matter for the Mayor to weigh in on is not the kind of leadership the citizens are looking for from the Mayor. Certainly Council members would be commenting on it if one of your staffers was caught getting paid for hours not worked."

Why is there a line item in the City's budget for a $90,000 legislative aide/clerk/girlfriend--especially one who steals from the taxpayers and engages in racebaiting and conduct not becoming a city employee--when our police, firefighters, and teachers make less? She claims because she has three fake titles, she does the work of three people, but we all know, since it is clear that work is not done at her desk, where she's working. One $35,000/year secretary should suffice for that idiot Goode (and if I have to look at one more photo of him in a bathing suit I'm going to hurl) and, in this economy, plenty of truly honest, competent people would be lining up for that job. Nutter and Verna are cowards. So disgusting. Is that what you learned at the Prep Mike? Stealing and ethnic intimidation are to be tolerated in our government?
Brett Mandel needs to win the Liberty Medal. There should be a prize like the Nobel for this guy. He's the biggest hearted little pit bull this city has got, and we only need about 100 more of him. He knows his government, and he has too much integrity to play stupid when it counts, right Nutter and Verna?
I agree with you voiceofreason. I threw up in my mouth when I saw those pics too. Notice though how Bryant is strategicly placed in front of Goode in almost all those pics. Yeah to hide his muffin top. My ears are still bothering me...
Nutter and Verna have to pass nepotism and professional conduct rules, with clear, enforceable penalties -- pay reductions, sanctions, and yes, termination. We can't have someone posting photos of them doing Council business next to photos of them doing boudoir business, dressed up in "naughty nurse" or "bad cop" or "wet bikini biker chick" outfits. SO, how about she pay the city back for not working those summers and/or resign? How about let's have a recall vote for Wilson Goode? Council and the Mayor can do A LOT but they won't unless we force them. That's going to be painful for them, but oh well. They seem like real masochists, gluttons for punishment. Nutter seems hell bent on utterly discrediting him own slogan of "a new day, a new way." Let's try "Oh, yes you can."

Can't find ANY rules that apply to sanction this conduct? NOTHING? The Fox 29 stuff is only part of the saga of self-degradation that passes for sexy to Wilson Goode. There's a pattern of complete obliviousness to anything resembling professionalism, from time cards to conduct.
