Kenney picks non-profit director to lead community services cabinet

Mayor Kenney has tapped the executive director of Concilio, Pennsylvania’s oldest Latino non-profit, to be the deputy managing director for his Community Services cabinet.

Mayor Kenney has tapped the executive director of Concilio, Pennsylvania's oldest Latino non-profit, to be the deputy managing director for his Community Services cabinet.

In the post, Joanna Otero-Cruz will oversee the city's 311 office, the Office of Immigrant Affairs, the city's Community Life Improvement Program and the Office of Civic Engagement and Volunteer Services.

"Joanna comes to the City having served in key leadership roles for organizations that serve and meet the needs of Philadelphia's most vulnerable," Kenny said in a news release. "I am confident that she will bring her passion for service to this position, and will help realize our mission of providing not only efficient and effective City services, but also opportunity to all Philadelphians."

As executive director of Concilio, Otero-Cruz oversaw the non-profit's foster care services and youth development programming. She also serves as Pennsylvania Commissioner for the Governor's Advisory Commission on Latino Affairs and is a member of the board of directors of the Pennsylvania Coalition Against Domestic Violence.
