City Council Under the Glass

City Controller Alan Butkovitz just concluded a routine audit of City Council. He didn't uncover anything scandalous, but it does remind us of a a couple odd council facts.

1. Council's has no written personnel policies whatsoever. No payroll policy, no time tracking, nothing. Kind of amazing in 2008.

2. Council doesn't perform background checks on its employees. The rest of the city does, but council is exempt.
