Inquirer Staff Report:

The developers of the Sugar House Casino have obtained their first major construction permit to begin work at the gaming hall’s Delaware River site.

The issuance of the foundation permit came three days after the state Supreme Court appointed a special master to resolve disputes between the developer and the city over construction that have delayed work on the multi-million dollar project.

“We are very excited that we are moving forward in our development process and we look forward to working cooperatively with the city to build a dynamic project, of which we can all be proud,” said Greg Carlin, CEO of HSP Gaming LP, the developer.

Philadelphia Code A-302.6.2 (Owner’s risk): "The owner of a structure for which a foundation and related permits have been issued shall proceed at the owner’s risk without assurance that a permit for the entire structure will be granted. Issuance of a foundation permit shall not be construed to establish vested rights to the building or related permits on the part of any party to the construction project."

Really do you think that alcohol is good for you? Maybe we should close down all of the bars, after all there are alot of alcoholics in this city. And while we are at it maybe all McDonalds, Burger King, KFC should be shuttered to prevent those overeaters. Recently the awful struggle shopaholics have was featured on Oprah...is it time to take another look at these Shopping Malls that absolutely DESTROY peoples lives?

I think this will be the beginning of a new era for Philly if they do a good job, and the gaming industry expansion in Philly for the SugarHouse investors can be a wide open door if this is made a show piece of international gaming.

What did Dave Krieg say initially? Paraphrase it without violating the user terms. I understand what the anti-casino folks are saying, and I respect it. There's a time and place though, a balance. This is a big city, not Malvern. This is not Lower Merion. Philly has gambling -- it's everywhere. I can walk from my house to an illegal casino in South Philly. Club Noche was just closed for that reason, a place near Grays Ferry across from the Naval Home a couple years ago, and I understand they moved it to 52nd St. Selectronics refurbishes casino machines, and no they just sell them to old timey coin slots parlors that are legal, because there would have to be somewhere legal to buy old machines at the same rate they are retired out. A significant part of the market for refurbished slot machines is the illegal trade, and much of that trade is still right here in Philly. It will always be, as it always has. The state needs its cut, and so does the city.

The reason Foxwoods isn't going to be in South Philly is likely not because people don't gamble here, but the Club Noche crowd and Quigley are not too happy to have the competition. I figured the Italian American Benevolent Society and the numbers boys would have a problem with it in SP. It would hurt Ligambi's revenues.

Fishtown is split down the middle with pro and con casino people. The FACT members mislead the public that there is some sort of majority for the casino. Walk around Fishtown, east of Girard, and you'll see a strong majority against the casino (they remember the nuisance clubs on Delaware Avenue in the 90's and 90's). On the other side of Frankford Avenue - across from Sugarhouse - is Nothern Liberties - which is OVERWHELMINGLY against casinos. This is typical LOSER Philadelphia...taking the fast nickel over the slow dime...and not looking towards the future. I could care less about predatory gambling. I care that the potential of our waterfront will be ruined (see Penn Praxis plan), 95 will be inundated with 20,000-30,000 addtional cars PER DAY on an already overwhelmed system, and there will be increases in drunk driving and property crime. It's just short-sighted. FACT people can distract..."go back to Boston"..."we're not all toothless"..."I have Ivy degrees"...and idiotic idea that anti's are "Puritans". Their arguments for casinos are all strawman arguments...that without casinos - the waterfront will not be developed, there will be no job creation, and there will be no tax revenue. FACT people...let's revisit this decision in 10 years...time will tell the tale on how good a partner SugarHouse will be for your beloved neighborhood.

Funny how Fishtown residents rallied against the Delaware ave clubs in regards to traffic, drugs and quality of life issues. How is the casino going to be any different? Oh wait, its a 24hour a day bar, it will be much worse! Thanks Maggie O for killing Fishtown for your monetary gains!

Bad news... It will be really bad news for sugarhouse if they build a foundation for another project. There are benefits to these troubled times where we've found that casinos are not recession proof. Let's see if sugarhouse money and investors can hold out and weather the storm, or as described in a Proverb "They will build foundations but reap not from their labor."

Don't worry, if you can read between the lines, you will see that casinos in Philly will never happen. They will be on the Delaware, but in Delaware. We're all being had.

GREAT news. Liars, fear-mongers, paid imposters and unwelcome know-it-all-implants can finally get on with their lives (hopefully in other places) and true Fishtowners can enjoy jobs, development and the 1 million plus a year that will be coming to our community.

I agree that getting this momentum started will remove the blockade city officials have on river front property. The city wants to hold, hold, hold this property more for Fumo reasons it seems, so the PennPraxis plan won't even start to get credence until goes in to break the lock. The community will have the money and the cred to demand the park space and trails, and upgrades to streets and crossings etc. in the excellent PennPraxis plan. I think they should take some of the statues off of the top of city hall and put them in the new parks that are going to be on the Delaware River waterfront now. Then you'll be able to appreciate them without owning a roof deck and a telescope!

This will be the start of the legit development of the Delaware river waterfront, and it will be modeled on the PennPraxis plan. There won't be this DRWC corruption and Street/Leonard Ross pay to play to try to get contributions for a shot at nothing, because nothing could ever happen or the corrupt local Dems would lose their carrot. This will end the blockage to development caused by corruption in Philly. Hopefully, this means that the Dems will find they have no reason to keep trying to use city-controlled or RDA-controlled property in pay-to-play arrangements that can't seem to have enough bribes and graft to ever break ground.

Why does everybody in fishtown think they're getting jobs at Sugarhouse? Ever notice the employee parking lot on AC Expressway? Trust me, its not for the local jobless residents. Don't worry Maggie O, you'll get yours though. The rest of the neighborhood? I don't think so.

Fishtown is way better off today with the "new comers" than it has been in 25 years! I cant wait for higher property tax to make all the idiots go away....

Maggie O already got her job there. I hear she was named president!!! And she got her own penthouse office with a beautiful city view. She doesn't even have to walk to work since they gave her that beautiful new Mercedes. And the bonus she gets on top! She bought a big house on the beach in Stone Harbor but after her trip around Europe she probably won't like Stone Harbor. Geesh no wonder she supported SugarHouse.
