Philadelphia’s City Council today begins a two-month series of public hearings on Mayor Nutter’s $3.8 billion budget proposal.

Philadelphia's City Council today begins a two-month series of public hearings on Mayor Nutter's $3.8 billion budget proposal.

Nutter's budget call for a two-year hike in property taxes and a three-year increase in the city sales tax.

The council also plans to hold hearings in city neighborhoods, including one April 1 at Temple University.
