TAMPA --- All three quarterbacks are active today for the Eagles against the Tampa Bay Bucs.

Chip Kelly said he would wait as long as possible to make a decision, but Michael Vick never appeared on the Raymond James Stadium surface before the starters and inactives were announced at 11:30. The Eagles announced that as expected, Nick Foles will start for Vick, who pulled his left hamstring last week against the Giants.

With the Eagles dressing three QBs for the first time this season -- this is rookie Matt Barkley's first activation -- tight end James Casey is inactive. Casey was listed as questionable with a groin injury, and the Eagles opted not to activate their remaining tight end, Emil Igwenagu. They will have only Brent Celek and Zach Ertz available.

The other inactives are: OT Matt Tobin, OT Dennis Kelly, CB Shaun Prater, DL Damion Square, and CB Jordan Poyer, who was active last week but never got on the field.

Meanwhile, the Bucs will be without their No. 2 receiver, Mike Williams, sidelined by a hamstring injury. That's a signficant loss; like the Eagles, the Bucs have a No. 1 named Jackson (Vincent), and not enough behind him.
