Firefighters responded to an oil spill on Ridge Avenue near Manayunk in Wissahickon around 5:30 Friday afternoon, and traffic was crawling through the area two hours later, police said.
It was unclear how much fuel spilled onto the road, fire officials said, but there were no reported injuries.
Police in the 5th District said officers were still on the scene as of 7:30 p.m., and it was unclear what caused the oil spill.
Police were investigating shootings in Point Breeze and East Germantown that left two men hospitalized Friday night.
A 20-year-old man was shot in his left forearm around 5:55 p.m. on Latona Street near 22nd in Point Breeze.
He was taken to the Hospital of the University of Pennsylvania and was listed in stable condition, police said.

Two bags of groceries she dropped marked the West Philadelphia corner where a 38-year-old mother of two young boys collapsed to the pavement after she was hit in the left eye by a stray bullet Thursday night.
She was just steps away from her home on Master Street near Hobart when shots rang out around 9:15 p.m., police said. The woman, who investigators said has sons ages 10 and 12, was rushed to the Hospital of the University of Pennsylvania by police, where she was listed in critical condition.
A man walked into a Kohls store in Andorra Thursday afternoon, asked to see two rings and ran off with one that store employees said is worth $10,000.
The theft unfolded just after 12 p.m. on Henry Avenue near Port Royal, said Officer Tanya Little, a police spokeswoman.
The suspect told the employee he’d like to take a closer look at two rings in a jewelry case. While he was looking at one ring, he grabbed the other one out of its box — which the employee was holding — and ran from the store, Little said.

Authorities determined that a suspicious white, powdery substance sent in a letter to Sen. Pat Toomey's Center City office on the 17th floor of 8 Penn Center was cornstarch, police said late Thursday afternoon.
Homeland Security, fire and haz-mat officials were on scene investigating the incident around 3 p.m., and about an hour later, the determination that the substance was harmless was made, said Officer Tayna Little, a police spokeswoman.
A 21-year-old man was shot on Callowhill Street near Gross Wednesday night, and was pronounced dead at the Hospital of the University of Pennsylvania, police said.
Two men approached the victim and shot him once in his chest around 8:50 p.m., police said.
The man stumbled away from the suspects and collapsed to the ground. Police took the victim to the hospital, where he was pronounced dead at 9:10 p.m., Lt. John Walker of the Southwest Detective Division said.
A 19-year-old man was hospitalized after begin shot on 7th Street near Wallace in North Philadelphia Wednesday night, police said.
Around 6:40 p.m., the man was shot in his upper right arm and was taken to Hahnemann University Hospital.
The man was uncooperative with police who were called to the scene and was not forthcoming with information on the circumstances around the shooting, said Chief Inspector Scott Small.

A 37-year-old woman was walking along Grays Avenue near 63rd about 7:30 a.m. when Alexander Wade, 25, of Southwest Philadelphia, approached her from behind, pistol-whipped her and demanded cash.
