West Philly man arrested in slaying outside daycare

Police have charged a West Philadelphia man with murder for allegedly gunning down another man outside a Mantua daycare last week after an argument.

Shane Payne, 20, of Hazel Street near 51st, was ordered held without bail pending a March 5 preliminary hearing, according to court records. He is accused of shooting Marquise Williams, 23, of Sloan Street near Poplar, once in the head the afternoon of Feb. 11 outside the H&H Daycare and Learning Center at 40th and Poplar streets, police said.

Another man, 30, caught a bullet in the leg and is recovering. Police released no details on what sparked the argument.

Payne has a prior drug arrest from January 2013 that resulted in a three- to six-month jail sentence, court records show.
