A Philadelphia police supervisor hit a Puerto Rican Day reveler twice in the head so hard yesterday that the blows sent the woman to the ground and then she was charged in the incident, according to police and a video posted on YouTube Sunday.

Update: The highway patrol supervisor seen hitting the woman in the video has been identified by sources as Lt. Jonathan Josey II, a man who once nominated himself to be a Daily News Sexy Single.

Josey, 39, a Daily News Sexy Single in 2006, said his most outstanding features were his "charm and magnetic personality." He said he was looking for a "sexy, sexy, sexy" woman and was sick of meeting women that act like girls.

In July 2010 while he was off duty, Josey was stabbed outside a West Philly bar while trying to break up a fight. In March of 2010, he fatally shot an armed robber in Montgomery County when he interrupted a robbery at a 7-Eleven.

A Philadelphia police supervisor hit a Puerto Rican Day reveler twice in the head so hard yesterday that the blows sent the woman to the ground and then she was charged in the incident, according to police and a video posted on YouTube Sunday.

When the video begins, it appears several revelers are spraying water on the street and on the police officers. It is unclear if the woman is one of them, but she does have what appears to be a water bottle in her hand.

A police supervisor in a white shirt seems to zero in on the woman and as she tries to walk away from him, he comes up behind her and hits her in the face and then in the back of the head. She falls to the ground and seems to be asking the officer "why" as he places handcuffs on her.

Once in handcuffs, she is led away by two other officers and is seen with blood on her face. All the while, a Puerto Rican flag hangs from the back of her pants.

The video, titled "Philadelphia Police Brutality" is 36 seconds long and had more than 3,800 views by 3:30 p.m.

Police spokesman Lt. Ray Evers said the department is "fully aware" of the video and what it depicts. He said the officer involved has been identified and Internal Affairs opened up an investigation in to the incident this morning. He said Commissioner Charles Ramsey, who is in San Diego at a conference, is also aware of the video.

Evers declined to publicly identify the officer, but did say he is a supervisor in Highway Patrol. He did not know if the officer had been placed on desk duty.

Police also declined to identify the woman, who was given a disorderly conduct citation for the incident. According to Evers, the 39-year-old woman's citation states "liquid and some other objects were thrown at a group of officers causing a large crowd."

She was the only person given a citation for the incident, Evers said.

The incident did not happen along the Puerto Rican Day Parade route, but rather, at 5th Street and Lehigh Avenue in North Philadelphia, according to police.

    For those people who speak lies about Puerto Rico. Puerto Rico receives 4.6 billion and 71.6 billion U.S. Gives. We are not maintained by US. Puerto Rico contributes more to U.S. than 9 territories including Alaska and Hawaii. That lie is already part of history. Puerto Ricans born and raised in Puerto Rico are very different to those living in the U.S.. First read and learn before you talk trash on other nationalities, everywhere there are good people and bad people. Many Puerto Ricans have died in the U.S.. wars. We are American citizens because the U.S. decided.

    After watching the video, the officer owes her an apology, and any money paid out should come from him.

    The video shows the woman walking toward the group, and as she gets close, a man steps out briefly and throughs water into the air, hitting her and the officers. She turns around after being hit with the water and starts to walk away. As the water came from behind her, the officer seeing her mistakenly thinks she through the water. She, as she is walking away, is completely surprised by the sucker punch from the officer. She didn't see who through the water, and neither did the officer, and so she is completely surprised by the punch and being hauled away in handcuffs. She was a victim by the unknown water tosser as was the officers, but her reaction was to start to walk away, while the officers reaction was violent and completely beyond how a reasonable person would react, no less a senior police officer, who should react above and beyond what an ordinary person would react.

    People will defend the "right" of the police to do just about anything, no matter how brutal or illegal, just because they have a tough job to do.

    Not much I can do to convince people that just because a cop has a badge it does not give him a license to beat people on the street just because they are annoying him.

    And it's a disgrace that the only reason this behavior is even called to task is that someone recorded the thing and posted it on YouTube.

    Little WWF punk cop could've killed this lady had her head hit the curb a certain way. Or she could've ended up permanently brain damaged, and all over a few drops of water. The only thing surprising here is that the second cop (who ran over after she was on the ground) didn't give her a few kicks. Although he looked like he was thinking about it... Google Kelley Thomas for an example of what can happen when thin skinned, adrenaline fueled cops gang up on one person. And for all of you pathetic cop excusers/ sympathizers, read policemisconduct.net for the daily rundown of what types of people you're giving a free pass to abuse your fellow citizens to. It's not good.

    I think this is horrible...he did not have to hit her like she is a man. A little water never hurt anyone, not to mention that she wasn't even the one who threw the water. This type of stuff is a disgrace and it makes me sick to my stomach.I hope he does not get away for this. Police officers at times, think they are above the law and it makes me sick. And they said he was one of the sexiest officers well lets see how many woman look at him as sexy after what he's done. And in my personal opinion, he isn't all that sexy to begin with.

    @Atlas, Your comments could be aimed at the Mummers Parade one by one, and all would fit. Well, except the regaton music. The Mummers have string bands (same beat over and over). Difference is that the mummers have been at it for over 120 years and quit shooting guns in the air 100 years ago (ergo the original name "Mummers and Shooters Clubs"). Oh, and the mummers are white.     I cannot excuse the office's actions but why was she moving towards a bunch of cops instead of backing away. And then, unfortunately for her, she got misidentified by the cop as the thrower of the liquid as she scurred away. Again, not excusing the cop but I'm not surprised at his reaction. How was he supposed to know what that liquid was? The cop just wants to get home safely from work like the rest of us. let them do their job and stay the hell out of their way. Bet she learned sumpthin' that day - again I am NOT MAKING an excuse for the cop clocking her. But, I'm just sayin'...

    Still waiting for the DA office to comment Seth want to be Mayor well we'll wait. Come on this don't have to take months to clear it is there he needs to get his 30 days lined up so this force can look as it is going to heal from this. How will they spend the people can I get a bet on this one I'm 1 n 0 on the right call. I'm putting up my $500.00 from the last call. No charges will come to him he will stay on the force. Lets see what Ramsey has to say once back we should be hearing from him before the weekend. Is this another officer gone or what I say no what do you say?

    That woman did NOTHING wrong. Someone from behind her threw water at the cops. She turned around to see who did it and continued walking. The cop thinking she threw the water then slugs her. He is in a lot of trouble.

    I am never a fan of police brutality. But can we at least discuss the bigger picture, the puerto rican day parade itself. I have lived in NY and Philly and every year it is the same stuff, a lousy parade with little to NO actual culture. It is just a bunch of loud crappy regatone music (same beat over and over) with a bunch of low lifes causing more harm than good (not saying everybody is a lowlife just some and that usually makes the headlines), some woman get sexually harrased and in really bad years raped. Get rid of the parade and have a festival somewhere. The only thing possibly worse that a puerto rican day parade is possibly the West (or East I forget) Indies day parade, at least music wise anyway. They at least dress in costumes and dance around even if that dancing looks more like an orgy, you never here of violence at that parade.

    The officer was wrong because he turned around and zeroed in on the first person he saw with a water bottle.

    But c'mon, the lady wasn't punched. She was palmed and fell down because it threw her off balance.

    That supervisor should be suspended, not fired.

    The apologist's job is never easy. Sometimes they've got to look hard to find a reason to believe the unbelievable. Kosherdeputy might want to consider another magic answer to the situation - follow the ggdmn law you swore an oath to uphold and do the job straight as you were trained and not like a frackin violent animal with little self control and personal anger problems.

    The woman clearly has a bottle in her hands when she approaches the group of Officers. What the video magically does not show is a few seconds before the approach. Anyone can edit video. Here's the magic answer to her situation. If you see police doing their job in the middle of the street start walking away and stuff like this does not happen. I love how the Inquirer jumps all over stories like this but does not do follow up reporting a year to 6 months later when guys are cleared. I have a friend that was smeared on the front pages of this newspaper that was accused of being a racist Philly cop. After a thorough investigation that cleared him he was restored to full duty with back pay.

    If you look at the video, water was thrown from behind the person beaten. She turned and walked away looking guilty, and I think the officer thought she did it. Of course, who knows.

    I am no cop lover, and haven't seen the fullk video. What I did see was this woman who appered to by strutting, jumping around and yelling at the policemen who are gathered in a crowd. Something triggered this cop to single her out after he was doused with water. Who knows what the longer version of video would show. My only comment is that there are many ships and planes leaving for Puerto Rico every single day for those who want to leave. NO ONE is forcing people to stay in this country. If it is SO BAD here...leave.

    An officer's job is to keep the peace, not incite violence which is exactly what he did here. His job is to assess the situation and respond accordingly with physical violence being used as a last resort. He threw out his training and the regulations for same during this incident. For that, he should be wholeheartedly ashamed of himself and accept his punishment accordingly. The woman does have a can of silly string in her hand, although the video does not show whether or not she definitively sprayed the silly string. However, let's assume she did, would the appropriate response of one whose job is to keep the peace would be to inflame the situation? She wasn't running with a bag of oxy in her possession to evade arrest. She was simply walking without possession of any illegal substance. He only needed to grab her arm and put her into cuffs. Instead he commits a violent act. Simply put, he was wrong and has now subjected his entire decorated career for his stupidity.

    Their just as many Puerto Rican's who want to be independent of the U.S.A. and end that nations colonial status. Technically after the Spanish-American War, Puerto Rico, the Philipines, Guam and a few other island nations became U.S.A. colonies. Cuba broke away and gained their independence in 1959. If the majority of Puerto Ricans want to become independent they should be able to have an refereNdum vote on this issue without gross interference of the U.S.A. Stae Department.

    Your ignorance is as amazing as your comment. Cuba "broke away" in 1959? Cuba had been an independent nation 50 years before Castro. The Philippines also gained independence shortly after the Spanish-American war. Puerto Rico has held more than a half-dozen free referendums in the past 50 years. The Independence status has never attained anything approaching 10% of the vote. the Commonwealth status has won by a small margin every time.

    what the heck is going on in America when a publication such as this one arbitrarily picks through comments made on a given topic and eliminates all those it deems unacceptable, not because of bad language or uncivil behavior, but because it doesn't want certain truths to get out in the public forum.

    I wrote yesterday afternoon that had this been a white cop, CNN and the major broadcast networks would have had a field day with it but because the cop was black and hitting a hispanic, it would get local coverage only.

    I've been proven right, by the way, for any who watched major network and CNN news this past evening but philly.com doesn't want that simple truth to be known.

    I think America as we knew it is done. The Left has won the day with Obama at the controls. Freedom of speech is being eliminated more and more with each passing day. Executive Orders limiting and controlling everything we've ever known is the hallmark of this administration, and philly.com is showing its compliance with the new world order.

    When poorly controlled criminal thuggery (on tape unlike the day to day stuff) passes for police work you can get ready to kiss the Constitution and Bill of Rights goodbye. How can somebody with so little self-control and common sense be allowed to rise to supervise people? Most any other employer would have fired the man on the spot for an act like that. Not the PPD though, the man will get a most severe slap on the wrist that won't even leave a mark. That is 9/10th of the problem. That type of behavior is learned as is the understanding that for most BS, in the PPD there will be no real let alone severe consequences. The lack of meaningful consequences for poor choices goes a long way in spawning more than a few monsters who just happen to be given a good deal of authority and the power to exercise it. I am sure the man didn't enter the academy thinking he could get away with what he did on that video in front of all those other officers and people but it seems he learned over the years that in fact he could do something like that in front of those officers and people because there are not going to be any career ending consequences for it. The woman in the video will probably come to understand better in time that Justice here in Philadelphia is often anything but equal.

    I hope this woman knows that 50 g's isnt alot of money. He was involved in an incident that cost the City $150,000 and trust me thats still not alot of $$$$$. She should sue him personally and the City of Philadelphia. Garnish his Pay. As for the DA pressing Charges, it's not happening, he is very good friends with him, I know them personally.

    Real easy way to stop this problem: allow individual police officers to be sued civilly. They'll all then need to carry professional insurance. As claims against them rise, so do their premiums. They're either priced out or change their behavior.

    I saw a really good clip slowed down and focus right on the female. She clearly has a spray can with some type of liquid she is spraying officers with. She deserved to get hit. She should have been arrested for assault. Who knows what was in the large spray can.

    non-criminals must avoid cops as much as possible. a few are normal, but you never know which ones. the cops who need to be on prozac instead of the police force are dangerous. this crooked cop didn't get the right person. it would have all been the same if he'd shot her. still the wrong person. if they want to ruff up someone, catch the drug dealers and killers, they get handled with kid gloves mostly. that is unless they shoot at or kill a cop, then they should shoot or use force. i hope this woman sues the cop and the city. this guy should be fired. he's a loose cannon.

    So this highly decorated officer snaps in one situation and smacks an idiot who provokes him and his officers. He will be fired,but the captain who makes arrests disappear with an inspector who are clearly corruptible have their jobs? Keep officer Josey with a suspension and counseling of course.and get rid of the true bad eggs,those bosses mentioned.

In fact they have four times the rate of domestic violence compared to the rest of us.     Is it possible that cops have things thrown at them for no reason? Is it possible that a clear liquid could be something OTHER THEN WATER? I think so. Is it possible that this cop is overreacting and picking an easy target? I think so. Do I trust the PPD to do a honest and fair investigation? My instincts say no. But I could be wrong too.

    If you look at the film you can see who through the liquid. It was not the Lady. The Supervisor over reacted and used excessive force on this woman. He should be relieved of duty and arrested for assault. The Police Commissioner should stay in the City some time and surervise his Command personnel look how many are in truble and being investigated for doing thing against female officers and other supervisors for complaining about the Commanders.....

    Factors cops consider when using Force: size of suspect and officer, day or night (visibility), age of suspect and officer, gender of suspect and officer, is suspect armed, is suspect violent, is suspect a threat or immediate threat, number of suspects to officer, is the officer alone or does he have back up, what options does the officer have, minimum force necessary to make arrest, was the officer in fear of his safety, severity of crime and many other things tend to justify force, how much force and what type of force.

    This was an unarmed woman, no threat, walking away with her back to officer, she was small, unarmed and was presenting no immediate threat and apparently was only charged with disorderly conduct, no assault, no violence.

    The Officer was larger, a in shape male, who was armed, obviously not fearful of his life or his safety, the cop was the aggressor, appeared upset and emotional, did not use lesser force like a tazer, pepper spray, he did not grab her arm, grab her hair or try and stop her, he just wanted to hit her in the face. NO WAY THIS FORCE IS JUSTIFIED.

    Totally uncalled for, has a retired cop, this cop was absolutely wrong. This was a case of contempt of cop, he got pissed and used his power and position and authority to strike an unarmed woman. Not only a bad cop but a coward.

    This was a smaller unarmed woman that was walking away and with her back to a large armed male officer who had lots of back up with several other officers around him and he strikes a smaller woman in the face, what a punk.

    Has for all the other cops that just stood there and did nothing and did not help that defenseless woman that did nothing, they should be ashamed.

    If this was a white cop and black woman this cop would already be convicted. Regardless of color, this is totally unjustified force.

    Of course the video does not show the whole story. But I believe there violence toward women or children is unmanly.When struck she is not running or involved in any action against citizens or police.This was a street crime against a women (assault and battery) and should be referred to proper authorities. To allow the Police to investigate themselves is like any other organisation an invitation for corruption.When an officer disgraces the uniform in this manner ,he is partially responsible for violence against fellow officer.The contract between citizen and there government requires faith that disputes will be settled in a reasonable , logical and open way (open courts , jury of peers, and the rule of law). Violations of this contract by the government is especially heinous, as in order to assure the peace we grant the government a monopoly on force.
    I urge The Daily New to rescind the "sexy single award" , and hope all women out there to recognise that sexy is being a gentleman (actualy gentle man).

    This type of behavior by Philly PD is nothing. NOTHING will happen to this officer. He will collect a FULL pension for LIFE and laugh everyday he opens that monthly $6,000 check. That right folks, after 25 years on the PPD you get around $6,000 a month FOR LIFE. Notice how NONE of the other cops react even in the slightest way. It's standard procedure in PPD.

    The woman is clearly throwing water in the first 3 seconds of the video. Yes the guy closer to the camera you see more clearly, but she is under-arming twice right on the police. Look at it. So of course the cop knew it was her.

    What if it were pee? Or mace. Or acid. That's how these occupy types are. Cops deal with this stuff everyday. So they took care of business. She was absolutely looking for trouble--then tried to run and play dumb.

    And the cop actually went to grab her--not punch. She in her fleeing walked into it and went down like Frazier. That's why the cop motioned with his left hand as in "wtf"? Again, look at it.

    And as for calls of racism--the cop is black. You think you're going to lecture an African American on what real racism is?

    I saw her throwing water on the first three seconds after you pointed it out. It does not justify the officers action in any way shape of form. I also looked at the officers action, and the officer clearly made a swing to strike her. It was a typical right left combination. His right swing was so fast it is barely visible on the video. No two ways about. He was angry he got sprayed and instead of using his uniform to serve the public with an arrest,he decided to assault her. You try punching someone over sprayed water and lets see who goes to jail.

    Probably an over-reaction by the officer, but he should be given the benefit of the doubt. Obviously there was a disturbance and she felt pretty brave and wanted to be involved - up in the action...until the water was thrown on the police, then she wanted no part of it and tried to get away. She had no reason to be where she was while they were trying to sort everything out.

    The incident did not happen along the Puerto Rican Day Parade route, but rather, at 5th Street and Lehigh Avenue in North Philadelphia, according to police. If not the parade route why all the cops? Should have left those people alone and come back at 3;00am to pick up all the trash.

    I watched this video at least five times. It looked like someone threw water from a distance in the vicinity where the officer was located and the female was in the area. As she was walking away, the officer just punched her thinking she threw the water which was unjust. This officer should not have punched and I pray a full investigation is conducted. IT APPEARS THIS WAS WRONG. I would love to hear his side of the story.

    This is conjecture that there was deliberate motion away from him. She was walking in a direction that had him to her back.

    Please advise on what part of standing there was "disorderly conduct" because she's not throwing anything. I'm amazed that this wasn't reported by the good citizens standing around her. Nor the other police tried to stop it. There were at least seven uniformed police officers witnessing events unfold and they did nothing. Are they being investigated also? POs need to figure out the blue shield of silence will get them in trouble as well. Only one person w a videocamera came forward out of all the citizens and POs at this event. This is unbelievable silence. She needs to sue. I'd donate to pay for an attorney for her.

    If she sprayed the officers with water beforehand, does that still justify what he did? I don't think so. Seems like he just wanted to bust some heads and she was an easy target, especially being an easy target as a not-so-big woman. Not that women don't cause trouble or can't beat you down, as we've witnessed by the girls who attacked that poor woman last week.

    From what I saw she didn't seem to do anything. It seems like this was a bad cop's way of brutalizing a woman who was walking away. Even with the spray bottle in her hand, or whatever, he went after her like a nazi to hit her. Bad, bad, bad. No excuse.

    I am Nostradameus, my prediction. This police supervisor will get a promotion shortly, as for the girl he hit, I predict wealth, vast amounts of wealth. For the taxpayer I predict more hard times ahead.

    Visible in the video are four police officers who saw him hit her from closeup. Also visible are two police officers farther away looking in the general direction but it's not clear if they saw it.
