Narcotics officer arrested on assault charges

John Mouzon, a 16-year veteran of the Philadelphia Police Department, was arrested Monday on charges of assault and recklessly endangering another person, police said.

Mouzon, 37, was off duty when he and his girlfriend got into a fight on Harvey Street near Lincoln Drive in Germantown Monday.  

Mouzon's girlfriend was briefly hospitalized at Einstein, where she was treated for bruises and scratches, police spokeswoman Officer Jillian Russell said. 

Mouzon is the 32nd police officer to be arrested since 2009, and the second to be arrested this month.

On Aug. 18, Officer Sean Jang — of the 18th District in West Philadelphia — was arrested on assault charges after a fight with his ex-girlfriend.

Commissioner Charles Ramsey transferred Mouzon to administrative duties while Internal Affairs investigates the incident, police said.

Mouzon is scheduled to appear in court Nov. 9, according to court documents.

    this pig is like alot of cops,thinking it is their right to beat up on anyone they want to. talk about the gestapo, secret police, and terrorist. we have it all right here on the phila. police dept.

    he should go to jail. this filthy cop thinks he's above the law. think a dozen times before you date one. hope he gets fired. someone should beat his a.. kudos to comm. ramsey. there was a time when cops didn't get fired or go to jail for this.

    Everyone knows there are plenty of good officers in Philadelphia who take the job and their oath seriously. That being said, there appears to be an overabundance of "bad apples" here also who don't. That wouldn't be as corrosive a problem if the department and system didn't appear to be often actively or passively enabling the "bad apples" until something really ugly happens, to the detriment of us all. When a force cannot effectively require professionalism and apply discipline to curb or take out "bad apples" it slowly squanders its very own legitimacy. Just about every other idiot is not paid for by the taxpayers and given the legitimate authority and means to control the public and enforce the law. A higher standard of conduct is needed for those who take the oath and become officers. At present it often looks like here in Philadelphia officers are held to a lower standard than the general public. Alot of people seem to find that state of affairs the natural order or things. Others do not.

    I wish that you would stop lumping all the cops together. Yes, there are some bad seeds...very BAD seeds, but what about the other 5,500 or so cops that actually DO there job???? There are many Philly Police Officers that do a great job everyday working hard, and putting there life on the line for little pay. But the are people at every job and office that have those couple people that don't do thier jobs. What about every other idiot that gets arrested for domestic battery everyday?????

    Ask Jill Burella and others more fortunate than her about how domestic abuse, assault, and terroristic threats are treated in Philadelphia when the doer is a Philadelphia officer.

    that's what we do hit people; it's a correction tool, used by people to get co-operation, Vietnam-Iraq-afghanistan-Libya to name a few, and going to hit a few more to get the oil. it's what we are taught.

    A person of color is assigned to admin duties....a white cop gets 30 days with intent...girlfriends and ex-wives look for paydays from city and they get it.

    Brother Mouzon, meaning "judicious" in Arabic, is a drug enforcer and hitman. "The Brother" does not fit the usual picture of drug-trade "muscle", speaking politely and precisely, and reading magazines such as Harper's, The Atlantic, The New Republic, and The Nation. He is always accompanied by his bodyguard Lamar.

    Ligambi1- Why does it take a college degree to be a cop? Rizzo never finished high school and he was a pretty good cop. I'll take street smart over book smart any day.

    Kudos to the commissioner for continuing to weed out the undesirable ones. While it may give bad publicity, in the long run it will improve the force and improve morale while giving citizens a reason to respect the force.

    Stop sugar coating these incidents. These idiots think they're above the law. When you factor in the department only requires a H.S. diploma and residency, what should we expect? If you've ever had the misfortune of being 'questionably' stopped and subjected to a fat, unprofessional red headed officer in the 7th district, around Castor and Solly, you would certainly understand a taxpayers frustration. What a slob and an embarassment to fellow officers. Uneducated, Unfit and Unprofessional is how I view a substantial percentage of Philadelphia police officers. Please, don't get me started on the obesity EPIDEMIC amongst the force. Women officers are some of the greatest offenders. Essentially, the Commanding Officers are responsible for this bunch of disgusting misfits. Keep accepting H.S. graduates, as opposed to more knowlwedgeable and well-rounded college grads, as your bread and butter and keep getting neighborhood trash that want to tarnish the badge. A large percentage of the Philadelphia Police force are out of shape and uneducated. What a great representation of our city.

    Here we go again....another officer of the law committing crime. It is well beyond time for state legislators to establish that any officer of the law convicted of a crime shall be required to be sentenced to the highest level of sentencing guidelines...times 2. There truly is a "crisis" as it relates to officers of the law breaking the law....clearly, the state legislators need to step in and provide a much more firm deterrent....

    police have the hardest job in america. with the decaying of our moral fabric and social ills, can you imagine what they see everyday? from murdered and raped victims to the drug trade etc. what must be going through their minds everyday. I know that many receive some sort of treatment/counseling, but the toll has to be great. I am not condoning what some cops do, i am just trying to understand the "WHY"!

    Look these woman know exactly what they are doing when they confront these guys. Unfortunatley, Police are considered guilty until proven innocent. Guarantee he is exonerated.
