Reginald McNeill had pepper spray, handcuffs and tie-up cord ready when he ambushed, kidnapped and carjacked a Montgomery County waitress as she left work early Sunday.

Still, the 53-year-old Logan man swears he meant no harm.

“I wasn’t going to hurt her or hurt anybody. I’m sorry deeply,” a shackled and hangdog McNeill told reporters this morning, as officers escorted him to his arraignment.

Police pooh-poohed that claim today, saying McNeill is a convicted sex offender, burglar and prison escapee released in March 2009 after serving 27 years for a 1978 rape and other felonies.

“He is truly a vicious person,” said Abington Police Chief William J. Kelly. “He spent over half of his life in jail already. In the short time he was out, he’s proven that he’s not capable of being amongst people in society without wanting to hurt them.”

McNeill is now jailed on $1 million bail on kidnapping and related charges. Read the full story in tomorrow's Daily News.

    He wasn't going to hurt her? Oh ok. So pepper spray handcuffs and tie up cords are there to be used and feel good?

    This would not have happened if he was never released in the first place!! Stop letting these people out of Jail to commit other crimes!

    What was he planning to do? Take her out for some coffee and donuts? Some people just have nothing better to do with their time.

    This guy is just a perfect example of why there should be no redeemption for these criminals. What person would spend 27 years in jail and get out and do the same thing again? It is mind boggling to me. These people have no conscience, no remorse at all! This girl has no idea how lucky she is to be alive - this was almost another Arthur Bomar / Aimee Willard scenario. But, he wasn't going to hurt her - what a freakin liar.

    Not going to hurt her? Seems to me that this individual's idea of a romantic evening is to kidnap a woman by brute force, tie her down and rape her. This, to me, is the definition of a menace to Society.

    Too bad. The waitress is lucky that she escaped with her life. BTW- one in three women in the United States has been raped. Including me. Don't complain about the Reginald McNeill. At least this crime has been solved and he will be sentenced to another long prison term. What happened to the women who were raped and the Philadelphia police department wouldn't even investigate? That a woman can't even trust the police to beleive her?-- Now THAT'S a crime!
