DiCicco To Alter Plan To Eliminate Water & Sewer Discounts

City Councilman Frank DiCicco predicted in January that legislation he introduced to eliminate discounts on city water and sewer bills for non-profits and the Philadelphia Housing Authority would be unpopular.  And so it was.  DiCicco has heard from many non-profits -- universities would take the biggest hits -- and will hear even more when Council's Committee on Finance holds a hearing on the issue tomorrow afternoon.

DiCicco's aide, Brian Abernathy, told PhillyClout this afternoon that the Councilman will be amending the legislation so that it would not remove the discounts until the start of fiscal year 2011 on July 1, 2010.  The amendment will also phase out the discounts across four years.

DiCicco estimates that eliminating the discounts would put an extra $8.5 million per year into the Water Revenue Fund.  Non-profits currently enjoy a 25 percent discount while PHA gets a 5 percent discount.
