Councilman Wants Tougher Restrictions on Towing

Councilman Jim Kenney is today introducing legislation that would require more oversight of towing operations, which have come under criticism for abusing drivers.

Kenny's bill would require towing signs to state that payments could be made with credit or debit cards. Towing companies would have to report their sign locations to the city, so that the department of licenses and inspections could keep tabs. And the legislation would prevent a vehicle from being towed until it had been ticketed by the police or the Philadlephia Parking Authority.
