Fran Burns will resign as executive director of the Pennsylvania Intergovernmetnal Cooperation Authority next month to become chief operating officer of the School District, acccording to a press release from PICA Chairman Sam Katz.
Burns, who previously ran the city's Licenses and Inspections department, will make the transition June 28. She was appointed about a year ago, making hers a short tenure at the city's fiscal watchdog.
She did not immediately respond to a request for comment.

Fran Burns, the Executive Director of PICA, has tendered her resignation today effective June 28, 2013. Fran has accepted a position as the Chief Operating Officer of the School District of Philadelphia.
While we are disappointed to lose Fran's knowledge of City government, experience, professionalism and energy, we wish her every success in her new role. Fran indicated that her background in municipal government operations made the opportunity to move to the School District too enticing to pass up. The District is acquiring the services of a very skilled and dedicated public servant to take on many important operational and management challenges at a very critical time.
Fortunately, PICA has an experienced and dedicated Board and staff who will take on the important work of the City's Five Year Financial Plan over the next few months.
The Board will meet again on June 18th at which time it will take up the matter of commencing a search for a new Executive Director.
