City Hall was shaping up for a busy day before 10 a.m. About fifty people affiliated with the Coalition for Essential Services -- a collection of civic groups and unions -- are currently rallying against the Plan C budget outside City Council chambers.

"Mr Mayor, stop the doomsday budget," the group keeps chanting. Many are clutching signs that say "Stand up to the mayor's doomsday budget" or "The master of deception."

Plan C -- aka the doomsday budget -- would cut 3,000 jobs and close libraries and recreation centers. Layoff notices are scheduled to go out tomorrow if state lawmakers don't approve budget relief.
