Finance Director Rob Dubow today told the Pennsylvania Intergovernmental Cooperation Authority that the city expects to submit the five-year financial plan to the fiscal watchdog on Friday.
PICA then has 30 days to approve or reject the plan. One key question is how the city will deal with the costs associated with a recent arbitration award for the city's firefighters, which includes retroactive raises.
Dubow would not say if the city planned to appeal the award, simply noting that discussions were still underway over how to proceed.
PICA will discuss the plan at their Aug. 9 meeting.
