Happy new year. Sort of. Today marks the first day of fiscal year 2010 for Philadelphia and Pennsylvania. But the state General Assembly can't agree with Gov. Rendell on a budget. And the city's five-year spending plan can't get started unless the General Assembly signs off on a 1-cent increase in the local sales tax and pension fund changes.
With that in mind, PhillyClout decided to check in with every member of the Philadelphia delegation to the General Assembly to see if they had made up their minds about the sales tax issue. About half couldn't even make up their minds to answer the question. Click here to read the responses we got from the others.

On a brighter note, a program started in Philadelphia to help people save their homes from foreclosure is getting close study from the around the country.
And the pace of people moving out of Philadelphia is slowing down.
