Cop killer apologizes in court to slain officer's widow.

Police Commissioner Charles Ramsey wants to merge two North Philadelphia police districts.

And a judge and a contractor must pay fines to the Ethics Board.

    Lewis shouted out his apology without standing to testify. It's a cheap trick by a low class type of defense. It's what you do when you know it's a first degree case.

    With CCTV footage that shows the clear premeditation in the shooting, with the statements of intent to kill anyone who intends to apprehend him before and after the shooting, with the use of the so-called "cop killer" hollow point bullets, a finding of second degree murder here means that there is no such thing as murder in the first degree in Philly.
