PICA approves Nutter's five year financial plan

After some uncertainty, the city's fiscal watchdog today approved Mayor Nutter's five-year financial plan.

Board members of the Pennsylvania Intergovernmental Cooperation Authority voted 4-1 in favor of approving the plan. They delayed a vote last month after requesting and receiving more information on how Nutter would pay for a potentially costly arbitration award for the city's firefighters.

Board President Sam Katz had raised questions about the city's declaration that if an appeal fails, they would pay for the award -- which would add $200 million in costs to the five year plan -- through service cuts. But today Katz said that after discussions with the administration and his own review of the plan, he was comfortable that the city had more options than just cuts.

But Katz said that he wanted to see the city resolve contracts with the city's non-uniform unions before next year's five year plan comes around. Those unions have been without contracts since 2009.

"Next year if it's still not resolved, I'm not going to suppor the five-year plan," Katz said.

    A five year plan by the lamest of lame ducks. By the time we get to year five, Nutter will be long gone. You don't realize that "five year plans" don't fold and fail until you get to the fifth year. Arlene Ackerman had a five year plan too - Bankrupt the School District and Retire Rich. Some plan!!!

    Great. More options than JUST cuts.
    Firefighters need to get real; we ALL risk our lives every day, not just a couple of times of week, as for most fire fighters. Man up and get fairly paid for what you ACTUALLY DO-some of the time.

    the reason city workers do not have a contract yet is because the city is trying to get out of the pension business

    The mayor knows that it's easier to go after people that get up and go to work everyday than to mess with the tax deadbeats and private contractors that are robbing the city.speaking of whitch i wonder how much synagro is making off the taxpaers.Remember them?

    I see you are a crochety Old Man. Since you applying to express your opinions here on Philly.com, we would like to know where you see yourself in five years from now. ALso, are you better off than you were four years ago. And finally, what is your retirement plan? How much longer do you see yourself working? This will gives us a better idea how good of a fit you are for us here at philly.com

    PICA rubber stamps again. The citizens of Philadelphia cannot read so they continue to vote for the wrong city council members. City council continues to rip off the city. Unions continue to rip off the city. The DROP is killing taxpayers. Instead of city employees getting double pay for their last four years of service, we could have a healthy pension system, and lower taxes for city residents. I don't think that will ever happen here in Philadelphia.

    I think Katz is planning on being the appointed receiver when the city declares bankruptcy next year. That way there won't be another 5 year plan to approve because city will be forced to declare bankruptcy and the plan will be moot. Philly citizens can blame themselves for constantly voting for Dems over the last 50 years. You now have a corrupt,ruined and demoralized and bankrupt city. Thank all those Dems and union leaders and dem congressmen and senators. Maybe the city that rises out of the bankruptcy will be a new non Democratic city that can grow and not stagnate.

    There is no bigger gutless worm than Sam Katz. Governor Corbett and the PA Legislature should disband PICA. They serve no purpose. King Nutter wins again.
