No, Mayor Nutter isn't quitting his day job. He's just doing a charity event. Here's the press release:

Local Dignitary Helps Bag Hunger in Honor of the 10th Anniversary of ShopRite Partners In Caring

What: - Mayor Michael Nutter will team up with the ShopRite of Parkside to help bag hunger in recognition of “ShopRite Partners In Caring Day,” a celebration of the 10th anniversary of ShopRite Partners In Caring.

- ShopRite Partners In Caring is a year-round community based hunger fighting charity that helps raise awareness and funds for local food banks.

- Since its inception in 1999, the program has donated more than $20 million to local food banks.

- In honor of the charity’s 10th anniversary, Mayor Nutter will be serving as an honorary grocery bagger at register 10. Throughout the day, cashiers at all registers will be accepting monetary donations to help fill the shelves of local community food banks.

- To help commemorate the anniversary, the state of Pennsylvania has officially proclaimed September 23rd “ShopRite Partners In Caring Day”. ShopRite stores across six states will work with their local dignitaries to raise awareness and money to help bag hunger in their community.

I think the City should tax bagging grocery bags $0.25 each. It taxes everything else, so why not?
