The Nutter administration just announced the final details of the 2010-11 budget plan, which includes more cuts to city services.

Mayor Nutter announced $20 million in cuts after Council rejected his soda tax proposal in May. And a few weeks after that, the city said they were looking to cut an additional 2 to 4 percent from departments. Those additional cuts total $27 million, adding up to a $47 million in cuts overall.

Some highlights of the cuts:

  • $6.3 million will be cut from the police department through overtime reduction.
  • Instead of closing two fire companies as originally announced, the city will cut the fire overtime by $3.6 million. This means that there will be "rolling closures" of about four companies each day.
  • Only ten workers will receive pink slips, from the Office of Supportive Housing. 
  • $1 million will be cut from the Community College payment, $1.8 million from Parks and Recreation and $1.1 million from the Cultural Fund.
  • And the libraries got some good news. The announced $2.5 million cut to the library system has been restored using the excess funds from the successful tax amnesty program.

    There's still about $450 million in uncollected property taxes on property that has never been more valuable in Philly and could be sold tomorrow. Even if run down, or vacant, or lots, the building trade wants to buy and renovate. This creates jobs also. Let's start with unoccupied properties and get moving on having sheriff sales of delinquent properties. Still there are no specifics on policy changes about how the city is going to improve foreclosure on properties that owe the city money. This is unacceptable when serious cuts to needed programs is the result.

    How has the city not managed to use recreation as a profit center? It is one of the few things residents can pay for on a per use basis....

    Cleanup, I just don't buy your line that there are developers lined up to pay top dollar for properties at sheriff's sale. Lots of properties that are foreclosed sell at sheriff's sale for less than is owed to the City - the City doesn't even get what it's owed, let alone leaving anything for mortgage liens, etc. And there is no guarantee they'll be bought by someone who wants to fix them up and sell them - do you remember the 1980's, when a lot of properties that went to sheriff's sale in certain sections of the city were scooped up by speculators who just sat on them waiting for a big payoff while letting them deteriorate even further.

    WOW, thanks Nutter! Did you see those projections? Hiring almost 1000 more people in the upcoming years? Debt service rising more than $50 million? This is not caused by the financial crisis. THe financial crisis upset the City's debt and the tax revenue, yet they want to increase debt even more? And hire more people increasing payroll,more employee's receiving benefits, more in the pension system? This is not how to run a household.

    One of the 1st Duties as Mayor, is to protect the city from criminals. Mayor Nutter has betrayed us since he took office...period. Nutter was told that Rendell was shorting us on Public Safety by releasing every convict he could and NOT returning them to prison for Parole Violations since 2003! Nutter was told in time to save SGT.Liczbinski...he was told again in time to save SGT. McDonald,,,stop the Frankford Rapist, save that little 12 year old girl from being savaged, but no...he chose not to fight Rendell and let our loved ones and Heros die and families be destroyed. Ethically...Nutter should be investigated on charges of "Involuntary Manslaughter" and "Civil Rights Violations"...after 2 years of repeatedly being told in writing, with evidence and doing nothing (except walking at the head of COP Funerals)...ethically he just as guilty as Rendell. Now, before you start whoop'n on John Law...find out how many State Parolees are being released each month (the release rate = 55%, down from 67%... the national average is about 20%...Rendell is releasing up to 2,000 stone thugs per month!). How many State Parolees are being sent back to prison for Parole Violations per month? Minus absconders and new convictions...damn near ZERO! Questions?

    Nutter's Deputy Mayor in charge of Public Safety is a career defender of criminals. Maybe this guy is part of Nutter's problem.
