Mayor Nutter, briefing reporters today on his new city budget, said he decided against counting money expected this year from Harrisburg from taxes on seven casinos across the state.

"We know it's out there," Nutter said. "It's not in our pocket so we're not counting it."

Casino taxes are expected to fund property tax rebates for Pennsylvania residents this summer. In Philadelphia, the money will be used instead for local wage tax reductions.

Philadelphia is expected to receive $94.8 million in casino taxes in the first year. The goal is to use the money to reduce the resident wage tax from 4.169 percent to 3.91 percent and the non-resident wage tax from 3.685 percent to 3.48 percent.

That would be on top of wage tax reductions Nutter has forecast in his five-year plan.

he ignors the charter by overpaying his police commissioner and managing director. now he excludes almost $100 million from his budget. am i supposed to trust this guy?? seems like the same old politics, just a nicer guy delivering the news.
