Continuing a disturbing trend for off-year elections, voter turnout yesterday was abysmal, at less than 12 percent.

So was Mayor Nutter, who is on a trip to the United Kingdom and Israel, one of the many registered voters who chose not to exercise their democratic rights?

Naw, he voted. Nutter spokesman Mark McDonald said the mayor cast an absentee ballot.

"He's a planner," said McDonald, adding that he doesn't know who Nutter voted for.
