An attorney representing the Daily News and Inquirer has asked a judge to intervene in a secret budget briefing being held right now at the Municipal Services Building by Mayor Nutter for 16 of City Council's 17 members.  The newspapers believe that with a quorum of Council members present, the meeting should be open to the public. 

Mayor Nutter has repeatedly clashed with reporters on this, allowing them once to stay in a Council budget briefing and keeping them shut out of another budget briefing. 

No hearing has been scheduled. The judge is reviewing the request from the newspapers. KYW Newsradio is also joining the effort.
