The Pennsylvania Board of Probation and Parole will investigation why Rafael Jones who allegedly gunned down Officer Moses Walker was on the streets after he violated probation.

Meanwhile the FOP says the city should pay for Walker’s funeral, but if not, Councilman Jim Kenney said he’ll find a way to foot the bill.
