Tomorrow is the deadline for city department heads to turn in scenarios that show what cuts of 10, 20 or 30 percent would do to their budgets. We heard a little bit about this at yesterday's PhillyStat meeting.
Mayor Nutter says he doesn't know what's in the reports, but he says the budget process -- as the city seeks to cut $1 billion over the next five years -- will be tough.
"There will be no good choices," said Nutter, who promised that the options will be made public before the first community budget workshop on Feb. 12. "This will be a very challenging, almost horrible process to go through."

It's not really that hard to go after overdue property taxes, especially in properties that are simply vacant lots or empty houses, or defunct businesses. It's a simple matter of presenting such properties at sheriff sale, where there are still plenty of people interested in paying the market rate, which is usually more than enough to cover all lien debt such as property taxes, gas, water, or fines. But the city has to do the work. Most owners will simply find a way to pay the bill in full, like they do when the gas or water is cut off. The city can't simply allow property taxes to be like utilities that don't have to be paid.
