City On Track to End Year $31 Million in Red

The city is on track to end the fiscal year $31 million in the hole, Budget Director Steve Agostini told City Council members during a briefing today.

Agostini attributed the downturn to a number of factors, including a decline in the city's expected wage tax revenues and a loss of state funding for social services and police. The overall deterioration was offset somewhat by better than expected revenues for the business privilege tax and the real estate transfer tax.

The budget office has already asked city departments to look for ways to cut 7.5 percent from their budgets for FY11. Agostini said some cuts may start during this fiscal year, but he did not detail what form they would take. He stressed that the city is closely reviewing every hire and expenditure to try and find savings.

Clay Armbrister, the mayor's chief of staff, stressed that the city still has financial pain ahead despite a turbulant year of budget cuts and tax hikes.

"We're not out of the woods by any means," Armbrister said.

    Wasteful things the city does that costs us all money: - The BRT. - Elected Row Offices with their polical patronage staffs. - Judges that require witnesses to appear at 8:30AM, but don't show up in court themselves until 10:30. - MANUAL CITY FORMS & APPLICATIONS - why aren't these computerized? - Byzantine zoning regulations & building permits that require multiple & repeat applications for one simple building project. - A City Council that takes 6 weeks vacation every summer - Latrice Bryant - Summoning hundreds of Jurors to the CJC every day, only to dismiss significant numbers of them by 10AM with a $9 check. - NTI (Thank you, John Street)

    It's not about electing democrats or republicans or independents. Crooked politicians are crooked politicians, regardless of their party affiliation. We need to elect good, honest people if any still exist in politics. Oh, and some term limits for city council members wouldn't hurt either.

    @Joeygrl....Mayor Nutter inherited 159 millions dollars from John Street...the Largest Surplus in history of the city!! check your facts!!1 Thank you Philly57 we dont always agree, but you do not lie!! Now Mayor Nutter Staff is a problem....He has 3 or 4 staff members that are very good and are practical!! Tumar, julie, and Ramsey... The others are average at best with very little real government experience!!!

    No doubt philly57. I'm a democrat and would vote republican if I thought it would change anything. but we all know they are all the same. third party candidates should be taken more seriously if you ask me.

    And City Council wants to hire a PR consultant for 100K? Probably not a friend of Nutters, but you have to believe, a friend of someone.

    $31 million is less than 1% of the city's budget. Chicken Little Nutter had his overpriced staff announce this to influence the contract negotiations with Police, Fire, DC33 and DC47. After all the contracts are settled the deficet will go away. Do you think that it is coincidence that SEPTA held off announcing a fare increase until after their contract was settled?

    Ron Paul - while no fan of street - he did NOT say that at his inauguration - he said it at the NAACP conventionheld in Phila..but this is a tidbit you may like - john street always played the race card and he is half-white...Mr. Street was born in Norristown, Pennsylvania, received an undergraduate degree in English from Oakwood College in Huntsville, Alabama, and his law degree from Temple University. He grew up as a member of farming household, the son of a white father and African-American mother.     Nutter did inherit this crappy situation ..however hadnt seen much of him doing anything to change it. But hey Mayor Nutter, good 2 second role in "law abiding citizen" !
