So Philly has celebrated some good news over the past week. Residents have danced in the street to celebrate the Phillies' World Series victory and the presidential election of Sen. Barack Obama.

But after a week of joy, the city is going to face some grim news tomorrow.

Mayor Nutter is expected to announce his plans to cut the city budget to address a $841 million shortfall over the next five years. So far he has not provided details on the budget cuts, but has repeatedly stressed that layoffs, service cuts and modifying planned tax reductions are all on the table.

"This will be painful for everyone," Nutter said today. "People know that we're in a crisis situation. There is going to be an impact in a variety of places."
