It's that time again. Mayor Nutter is set to give his budget address on his 2013 Fiscal Year Budget to City Council this morning.

It's that time again. Mayor Nutter is set to give his budget address on his 2013 Fiscal Year Budget to City Council this morning.

Here's our story from today's paper about the property tax component of the budget, which Nutter will talk about that in his speech today, as well as his spending plans for the coming year. After several years of extreme cuts and tax hikes, this year's budget is expected to be fairly mild in comparrison. Nutter's tone today will likely be one of cautious optimism about his second term.
