Which name gets DUI charge?

Oscar Ivan Martinez-Garcia was traveling southbound on Rt. 1 yesterday in Chadds Ford Township when he caught the attention of a state trooper, who pulled him over  for a motor-vehicle violation. That turned out to be the least of his problems.

Police said Martinez-Garcia displayed signs of impairment, and he was placed under arrest for drunken-driving. But his legal issues continued. A records-check revealed that Martinez-Garcia also had an active arrest warrant out of Chester County. In addition, he was charged with giving false identification to law enforcement. It seems that he also uses the name Jose Manuel Villalobos. So which name gets which charges?
