Administration is "shrill" on debt limit issue, Toomey says.

Sen. Pat Toomey, the Pennsylvania Republican, said Wednesday that the Obama administration is making a "shrill argument" against his debt-payment bill because it does not want to be forced into a serious conversation about limitations on federal spending.
