Nutter proposal on ex-offenders will be a bill

Months before the mayoral election, Democratic nominee Michael Nutter will see one of his campaign proposals on the path to becoming law.

City Councilman W. Wilson Goode Jr. said he will introduce the Philadelphia Re-Entry Employment Program on Nutter's behalf when Council reconvenes next week after its summer break.

Among other things, the legislation allows for city businesses to receive a nearly $10,000 tax credit for three years for each ex-offender hired for at least six months. The bill also requires companies awarded $1 million or more from the city, through contracts, financial assistance, or the value of a tax abatement, to identify potential jobs for ex-offenders.

If approved, the program would be coordinated through the Office for the Reentry of Ex-offenders, created by Mayor Street. - Marcia Gelbart
