How This Story Was Reported
This story is based on Juvenile Court records and testimony from three hearings in the James Footman case; documents and written statements about Footman's schooling and experience at Germantown High School that the district gave his attorneys in response to a subpoena; and interviews with relatives, attorneys and experts involved in this case. It also reflects information from interviews with teachers and others who have experience in special education in the Philadelphia School District. Footman, who remains in custody at the Philadelphia Youth Study Center, could not be interviewed.
