Joseph Foy, 70, former Burlington Twp. mayor
Mr. Foy was first elected to the Township Council in 1970 and served as mayor from 1983 until 2005. He stepped down as mayor amid a joint FBI-IRS investigation into golf outings he sponsored. He subsequently pleaded guilty to income-tax evasion.
During his lengthy career in politics, Mr. Foy also served on various township boards and committees and was chairman of the county Democratic Party from 1991 to 1994. His brother, the late Thomas P. Foy, was a state senator from the county.
"My dad's pride was in everything he did for Burlington Township," his son Joseph Jr. said yesterday.
"He was a selfless person . . . bigger than life. He always had a smile on his face . . . and made people feel better about themselves," his son said.
Mr. Foy, an electrician by trade, served 35 years in the New Jersey National Guard and retired as a lieutenant colonel.
"He was hardworking and diligent," said current Mayor Stephen M. George, a former councilman who served for nearly 28 years with Mr. Foy.
"Joe was the leader in making Burlington Township the outstanding place it is to live," George said.
Mr. Foy resigned as federal authorities began to raise questions about a series of semiannual golf outings, the ECIC Mayor's Cup, that he sponsored between 1999 and 2002.
Many who attended said later that they thought the events were political fund-raisers, but the outings were never registered as such and actually were for-profit ventures.
Mr. Foy pleaded guilty to tax evasion and admitted that he had failed to pay about $19,000 in taxes on about $54,000 from the outings that had been deposited in personal bank accounts for his use.
He was sentenced to three months of house arrest and two years' probation.
In addition to his son, Mr. Foy is survived by his wife, Carol; another son, Michael; daughters Renee Holzworth and Kimberly Kelly; sisters Maryann Rivell and Cassie Foy; 11 grandchildren; and four great-grandchildren.
Viewings will be from 1 to 3 p.m. and 6 to 8 p.m. Sunday and from 8 to 9:30 a.m. Monday at the Page Funeral Home, 302 E. Union St., Burlington City.
A Mass of Christian Burial will be said at 10 a.m. Monday at St. Paul Roman Catholic Church, 223 E. Union St., Burlington City. A military burial will follow at St. Paul Cemetery on East Broad Street.
