In 1999, Mike Devlin and his wife, Valerie Frick, founded the Camden Children’s Garden in Camden N.J. And there was never any question it would go there. The 4 1/2-acre garden on the waterfront is designed around the idea that gardening, at least in the hands of an “incorrigible” activist or two, can be as much a tool for social change as self-help programs or protest marches.
