Mother and daughter charged with prostitution

For several weeks, police had been watching a first-floor apartment in the 6000 block of Ditman Street in Wissinoming, where neighbors had complained about men arriving and leaving at all hours.

Four adults, three young children, and four dogs live in the rowhouse, a half-block from Henry W. Lawton Elementary School, police said. The dining room and basement had been converted into bedrooms.

Neighbors cheered as Traci Young, 38, and her daughter, Tami Smith, 22, were taken into custody, charged with prostitution and conspiracy.

"We have to do this to get by," Young said to reporters during her arrest.

Young's boyfriend, David Riley, 27, was arrested on narcotics offenses after police found him hiding in a bathroom crawl space. A third woman sleeping at the house was released.

Smith's three children - a 3-year-old son and daughters ages 5 and 7, who were with a babysitter at the time of the sting - were turned over to the Department of Human Services pending an investigation. The dogs, pit bulls, were taken by animal-control officers.

"The conditions inside were deplorable," said Lt. Charles Green of Citywide Vice, which headed the investigation. "It's heart-wrenching - you have little kids here."

After receiving complaints from neighbors, Green said, investigators found advertisements on the Web site Craigslist with a picture of the women under the headline "MOM AND DAUGHTER, w4m [women for men] in the Northeast." Another ad boasted "Double Your Pleasure."

An undercover officer made an appointment to have sex with both women at the same time for $200. When he arrived, authorities said, one of the women led him through the stench of urine and feces to the basement, where a T-shirt on a door read, "The working man is a sucker."

The landlord, Chris Plunkett, said he rented the apartment to Smith a year ago when she was bartending for him in Bridesburg.

"I'm shocked. I'm beside myself," Plunkett said after seeing the apartment, which he said had been freshly painted and had new carpets installed a year ago.

The white walls were dirty, with at least one hole through the plaster; the carpet was stained with animal urine; and a basement room was piled hip-high with dirty clothes.
