House votes to install 'smart meters' in homes
HARRISBURG - The House is taking a step toward trying to deal with a looming spike in electricity bills in the coming years.
The chamber voted yesterday 152-45 to require utilities to develop plans to cut electricity use and to install "smart meters" in all homes and businesses within a decade.
With smart meters, a utility can offer ratepayers the choice of being billed for electricity based on the wholesale price instead of an averaged price. The bill goes to the Senate. - AP
