Franklin Machine Products Inc., Lumberton, said John Kalina had been promoted to director of operations. He had been purchasing manager.

The company, which provides parts and accessories for the food-service industry, promoted Rafael Dingui Jr. to manager of international sales. He had been an international sales associate, specializing in Central America and the Caribbean.

Peco Energy Co. has named Kathleen McVey-Ryan manager of its environmental, safety, and human-performance programs. McVey-Ryan had been a manager in the Philadelphia utility's electric operations supporting construction and maintenance in Bucks and Montgomery Counties.

Richard C. Simon of Plymouth Meeting was promoted to vice president at Urban Engineers of New York P.C., a consulting-engineering firm. Simon will continue as senior quality project manager and the lead quality manager for Urban's Federal Transit Administration program management oversight consultant assignments.

Urban Engineers also promoted Stephen Ehrlich to vice president in the company's Philadelphia operations. He will continue to be practice leader for facilities construction management.
