      <title>PUC supports $75,000 fine against Peco</title>

      <description>The Pennsylvania Public Utility Commission on Thursday unanimously approved a motion to assess a $75,000 civil penalty against Peco Energy Co. for failing to follow procedures related to a 2009 gas leak and explosion at a house in Upper Merion Township, Montgomery County.The proposed penalty, which is open for public comment for 20 days, is more than double the $35,000 civil settlement that Peco and the PUC&amp;rsquo;s staff had agreed to. Commissioner Wayne E. Gardner proposed the stiffer penalty because he said Peco had failed to remediate a corrosion issue though it was aware of leaks in the area. He said Peco had also failed to follow its procedures for identifying and classifying leak migration. A crack in a four-inch cast iron main allowed gas to leak into the crawl space of a house in the 600 block of Summit Street in Swedeland, which caused a "low-level explosion and fire" on Dec. 26, 2009. There were no injuries. A Peco spokesman said the utility is evaluating the commission&amp;rsquo;s motion and has already taken measures to educate employees and to improve procedures.</description>

      <description>Not content to leave Pennsylvania communities with any control over gas drilling within their borders, state legislators have stripped municipalities of their zoning authority under Act 13, choosing energy corporations over the people who elected them. This isn&amp;rsquo;t exactly new ground for the legislature; indeed, taking away communities&amp;rsquo; authority to govern themselves is a decades-old pastime in Harrisburg, one that has shifted into high gear over the past 20 years. The legislature made logging a guaranteed right in all zoning districts back in 1992, giving in to timber interests and eliminating municipalities&amp;rsquo; authority to provide for conservation zones.</description>
